While working for the World Bank, and later the Rwanda Government, I visited Rwanda a number of times. My impression of Kigali, in particular, was as a safe, clean and rapidly modernizing city. A pleasant surprise from other African cities and countries I had visited. I read a lot about the civil war and genocide of the 1990s and I credited Paul Kagame for what I was seeing. That credit may have been due, but I was not seeing the whole picture as I discovered from reading this book. A totally new and frightening perspective.
